Objectives

The Ishan Uday Scholarship Scheme is designed with the following objectives:

  • To prioritize professional education in the NE Region.
  • To optimize the allocation of budgetary resources in the NER.

Under this initiative, the UGC plans to offer 10,000 fresh scholarships annually starting from the academic year 2014-15. These scholarships are available for students pursuing general degree courses, technical and professional courses, and medical and paramedical courses.

Eligibility Criteria

1. Domicile: Applicants must be domiciled in the NER and have passed Class XII or equivalent examination from a school located within the NER. This includes schools affiliated with CBSE, ICSE, and NIOS within the NER.

2. Course and Institution: Eligible students should have secured admission in general degree courses, and technical and professional courses, including integrated courses, in recognized universities, colleges, or institutions. These include:

  • Universities/Institutions/Colleges under Section 2(f) and 12(B) of the UGC Act.
  • Deemed Universities under Section 3 of the UGC Act are eligible for UGC grants.
  • Government-funded universities/institutions/colleges.
  • Institutes of National Importance.
  • Institutions recognized by statutory councils.

3. Academic Year: Only first-year undergraduate students are eligible to apply for the scholarship.

4. Course Duration: For integrated degree courses, the scholarship covers the entire duration of the course. For dual degree courses, it applies only to the first degree. The university must specify the course type when recommending a candidate.

5. Income Criteria: The total annual income of the student’s parents should not exceed Rs. 4.5 lakh.

6. Inclusivity: Transgender candidates are eligible for application under this scheme, adhering to Government of India norms regarding reservation.

Exclusions

The following categories are ineligible under the Ishan Uday Scholarship Scheme:

  • Students enrolled in courses offered by Open Universities.
  • Students already benefit from scholarships under other undergraduate schemes.
  • Students admitted through management quota.
  • Students pursuing diploma courses that do not lead to a degree.
  • Students whose parents’ annual income exceeds Rs. 4.5 lakh.

Scholarship Amount

Beneficiary students receive financial support through Direct Benefit Transfer (DBT):

  • Rs. 5,400 per month for general degree courses.
  • Rs. 7,800 per month for technical and professional courses, including medical and paramedical courses.

This financial aid aims to alleviate the economic burden on students and facilitate their pursuit of higher education.

How To Apply

  • Visit the National Scholarship Portal: https://scholarships.gov.in
  • Registration: Complete One-Time Registration (OTR) using Aadhaar or Aadhaar Enrollment ID.
  • Form Submission: Fill out the online application form accurately with the required details.
  • Document Upload: Upload necessary documents as specified on the portal.
  • Submission: After verification, submit the application and retain a printout for reference.

Renewal and Disbursement

Once awarded, the scholarship is renewable each year throughout the undergraduate program, subject to the student’s academic performance and attendance record. Renewal applications must be submitted annually through the NSP, and scholarships are disbursed directly to the student’s bank accounts via Direct Benefit Transfer (DBT), facilitated by the Public Financial Management System (PFMS).

Institutions verifying applications must adhere strictly to UGC guidelines and ensure:

  • Accurate verification of student eligibility criteria, including domicile status and parental income.
  • Proper maintenance and retention of all verified documents for record-keeping purposes.
